Актуальность. Совершенствование правовых аспектов разработки инновационных технологий в стоматологии (ИТС) необходимо для создания благоприятных социально-экономических условий их быстрого внедрения в практику. Ключевую роль в этом процессе играет клиническая апробация. Основная цель работы. Привлечь внимание врачей-стоматологов к различным направлениям применения ИТС и сформулировать предложения, направленные на совершенствование правовых механизмов их клинической апробации. Используемые подходы. Проанализированы положения Федерального закона от 21 ноября 2011 г. № 323-ФЗ «Об основах охраны здоровья граждан в Российской Федерации», имеющие отношениt к клинической апробации. Проведено анкетирование 119 респондентов — 69 врачей-стоматологов и 50 студентов 1 курса Института стоматологии Самарского государственного медицинского университета. Результаты. Количественные соотношения показателей интереса врачей-стоматологов и студентов к различным направлениям ИТС свидетельствуют о выраженном смещении в сторону диагностики и лечения при низком уровне интереса к реабилитации. Действующие и будущие врачи-стоматологи единодушно считают, что диагностические и лечебные ИТС требуют наибольших интеллектуальных и материальных ресурсов, и что повысить эффективную деятельность этического комитета и экспертного совета, дающих заключения о клинической апробации, возможно путем создания соответствующих органов при Министерствах здравоохранения субъектов РФ (органах управления здравоохранением субъектов РФ) и в государственных медицинских вузах. Выводы. Врачам-стоматологам необходимо повысить внимание к разработке и внедрению реабилитационных ИТС, которые при минимальных затратах интеллектуальных и материальных ресурсов как врачей-стоматологов, так и граждан могут иметь существенное значение для эффективного медицинского вмешательства при болезнях органов и тканей рта. Повышению эффективности деятельности этического комитета и экспертного совета, дающих заключения о клинической апробации, может способствовать создание соответствующих органов при Министерствах здравоохранения субъектов РФ (органах управления здравоохранением субъектов РФ) и в государственных медицинских вузах. Для совершенствования правовых механизмов клинической апробации в ч. 2 ст. 36.1 Федерального закона № 323-ФЗ следует внести следующее дополнение: «По согласованию с уполномоченным федеральным органом исполнительной власти этические комитеты и экспертные советы могут создаваться Министерствами здравоохранения субъектов РФ (органами управления здравоохранением субъектов РФ), государственными медицинскими вузами».
Relevance. Improving the legal aspects of the development of innovative technologies in dentistry is necessary to create favorable socio-economic conditions for their rapid implementation into practice. Clinical testing plays a key role in this process. The goal of the work. To attract the attention of dentists to various areas of application of innovative technologies in dentistry and formulate proposals aimed at improving the legal mechanisms for their clinical testing. Approaches used. The provisions of the Federal Law of November 21, 2011 No. 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” related to clinical testing are analyzed. A survey of 119 respondents was conducted – 69 dentists and 50 first-year students at the Institute of Dentistry of Samara State Medical University. Results. Quantitative ratios of indicators of interest among dentists and students in various areas of innovative technologies in dentistry indicate a pronounced shift towards diagnosis and treatment with a low level of interest in rehabilitation. Current and future dentists unanimously believe that diagnostic and therapeutic innovations in dentistry require the greatest intellectual and material resources. According to dentists, it is possible to increase the effective activity of the ethical committee and expert council, which gives opinions on clinical testing, by creating appropriate bodies under the Ministries of Health of the constituent entities of the Russian Federation (health authorities of the constituent entities of the Russian Federation) and in state medical universities. Conclusions. Dentists need to increase attention to the development and implementation of rehabilitation innovative technologies in dentistry, which, with minimal expenditure of intellectual and material resources of both dentists and citizens, can play a significant role in effective medical intervention for dental diseases and gums The creation of appropriate bodies under the Ministries of Health of the constituent entities of the Russian Federation (health authorities of the constituent entities of the Russian Federation) and in state medical universities can contribute to increasing the efficiency of the activities of the ethical committee and expert council, which give opinions on clinical testing. To improve the legal mechanisms for clinical testing in Part 2 of Art. 36.1 of Federal Law No. 323-FZ, the following addition should be made: “In agreement with the authorized federal executive body, ethical committees and expert councils can be created by the Ministries of Health of the constituent entities of the Russian Federation (health authorities of the constituent entities of the Russian Federation), state medical universities".
